About the Palace Place project
This property sits opposite the Royal Pavilion in Old Steine, Brighton.
The building was originally built as a residential property but was used as an office for a number of years. In recent years the building has been empty and unheated.
The building includes 4 floors and a basement. As a part of the retrofit plan, we are aiming to create 11 one bedroom apartments. They will be used as temporary accommodation for local residents with low support needs.
During the retrofit process for this building PV solar panels, mechanical ventilation and new services will be considered.
Project aims
The project aims to:
- increase energy efficiency and reduce energy demands
- increase sustainability
- achieve good space standards
- create a wheelchair-accessible home at ground level
- retain heritage elements as far as possible
What's happening now
The project is currently in the final stages of construction and snagging, and we are aiming for a formal handover in March 2026.
Project history
In 2021 an agreement was made to transfer the building to provide much-needed affordable housing for the city.
The development was granted planning permission in November 2022.

A local consultation was conducted before applying for planning permission to convert the building.
