Report a building safety concern in council housing
We want to ensure that the council housing you live in is safe. Report concerns about fire safety, structural issues or any other building safety matters.
What a building safety concern is
A building safety concern is an issue in council housing that could lead to serious harm if not addressed. This includes anything that may cause significant injury or death to a large number of people.
Common examples include:
issues that could cause the spread of fire
total or partial building collapse
structural problems
failure of critical safety systems such as fire alarms or smoke ventilation
You don’t need to be an expert — if something feels wrong, let us know, and we’ll make sure it’s checked out. We’ll assess the concern and take any necessary steps.
Report a safety concern in your council-managed building
Phone the helpdesk if your issue poses an immediate danger. This number also covers out-of-hours emergencies. For any life-threatening situations, call 999. Urgent matters should always be reported by phone.
If you need information in an alternative format or language, send an email to our HIAM service. Make sure you include your name and address in the email.
Your report will be initially reviewed by the building safety team. If your report qualifies a member of the team will be in contact to request additional information.
Once all information is collected, the Head of Housing Investment & Asset Management will make the final decision on whether a report is submitted to the Building Safety Regulator (BSR).
Any reports sent to the BSR will be reviewed and the BSR will either tell us that we should not report such a matter as it does not qualify, or they may carry out their own investigation.
Your report will follow this process:
Acknowledgment: The Building Safety Team will review your report. We may get in touch to request additional information. While we strive to keep you informed and provide updates, there may be instances where this isn't possible. If you still have concerns, don’t hesitate to contact us again or submit another referral. To check the status of your report, send an email to building safety.
Assessment: The issue will be investigated and acted on. If it is serious enough (known as a ‘Building Safety Occurrence’), we will need to report it to the Building Safety Regulator (BSR). If this happens, you will be given a reference number for future updates.
BSR Review: If it is reported to the BSR, they will assess the submission and may carry out their own investigation.
