Free match day guest parking permits for Coldean and Moulsecoomb residents
We've rolled out free Event Day Guest Parking Permits for residents in Zones B and D, making it easier for residents living in Coldean and Moulsecoomb to welcome guests on busy match days.
This change follows consultation with local residents, addressing concerns surrounding parking during events at the Amex Stadium.
What’s changing?
Two free paper permits per event: Each residential property in Zones B and D is receiving two free paper Event Day Guest Parking Permits. These permits will need to be displayed on the windscreen of guest vehicles parked in the zones during enforceable event days.
Enforcement on busy event days: On days where events attract more than 19,000 attendees, Civil Enforcement Officers will patrol the zones to ensure compliance, issuing Penalty Charge Notices (PCNs) to vehicles without valid permits.
The permits are valid from the date outlined in the accompanying letter until the expiration date printed on the permits. Residents are encouraged to keep them safe as no additional permits will be issued.
Future Developments
From June 2025, we will introduce a new digital system for Event Day Guest Parking, where residents can register their guests’ vehicles online. Residents of eligible properties will be able to allocate one guest permit per event day.
Instructions for how to use the new system will be sent to residents in May, along with details of support for residents who may need help completing online forms.
Why the change?
The council initially introduced ’scratch card’ style permits to combat fraud and resale of permits. However, following feedback from public meetings and community engagement, it became clear that residents preferred a free system.
Councillor Trevor Muten, Cabinet member for Transport, Parking and Public Realm, said: “We’ve listened to the concerns of residents living close to the stadium and we’re introducing changes to ensure that parking meets the needs of residents in Coldean and Moulsecoomb
“By bringing in free paper permits now and moving towards a digital system in the summer, we are showing our commitment to making things easier while maintaining effective enforcement measures that protect local parking spaces.”
Looking Ahead
Residents will receive a letter about the move to the virtual system in the summer. The council has also committed to a grace period at the start of the next season, during which warning notices will be issued instead of parking tickets to ensure residents have time to adjust.
Councillor Muten added: “This change ensures that residents can welcome guests on event days without worry. Our ongoing commitment to refine the parking system aligns with the needs of our community and reflects our dedication to transparency and fairness.”
