Have your say on our homelessness and rough sleeping strategy
We want to hear your views on our draft homelessness and rough sleeping strategy 2025 to 2030, which sets out our proposed priorities for the next 5 years.
The strategy outlines our plans for preventing and reducing homelessness and for ensuring that sufficient accommodation and support are available for people who are at risk or those who become homeless.

Homelessness in Brighton & Hove
Data from June 2020 revealed that there were almost 3,600 people in Brighton & Hove experiencing homelessness, including around 1,400 children.
We received 2,366 homelessness applications in 2024, while 2,624 households approached us for homelessness advice and support in the same year.
Priorities and commitments
We are proposing 3 main priorities for the homelessness and rough sleeping strategy, with a number of targeted, strategic actions for each:
1. Increase our effectiveness in preventing homelessness and rough sleeping
- Early identification of risk and early intervention
- Support people to stay in their homes or to find a new home
- Deliver targeted prevention for people at risk of rough sleeping
2. Improve temporary accommodation pathways and experiences
- Improve move on from temporary accommodation into settled housing
- Support people living in temporary accommodation
- Improve the supply and quality of temporary accommodation
3. Provide joined-up support with our partners to people who most need help
- Target support for people who are most vulnerable
- Create integrated services for people with Multiple Compound Needs
- Support people experiencing rough sleeping to access services and accommodation
Partnership and collaboration
The draft strategy draws on evidence from our review of homelessness in the city. The priorities and commitments proposed in the strategy have been developed with our partners and with the input of people with lived experience of homelessness.
Our draft Homelessness and rough sleeping strategy focuses on prevention and early intervention, temporary accommodation, and support for those in greatest need. It aims to help us deliver our vision of a better Brighton & Hove for all and our goal of homes for everyone.
We know that we can’t do this on our own, as many of the factors that cause homelessness are outside our direct control.
The inequalities that impact homelessness – such as unemployment, disability, ill health, mental health conditions, substance dependency, domestic abuse, and family breakdown – require coordination across various policy areas and levels of government.
To achieve real change, we will need to collaborate with central government, with regional and local partners and with people with lived experience of homelessness.
