Emergency Planning & Resilience Team
Our Emergency Planning & Resilience Team is responsible for working with the emergency services and other agencies to ensure the council is prepared to respond to any major incident in the city.
City emergency plan
Brighton & Hove City Council's Emergency Planning & Resilience Team produces a major incident plan which is reviewed annually.
The plan outlines the processes and procedures to be followed by the council should the city be impacted by a major incident or business continuity incident.
The major incident plan has 4 sections:
- overview of emergency response and resilience
- emergency response and resilience planning for Brighton & Hove
- response and escalation process
- operational instructions (not available to the public)

Sussex Resilience Forum
Brighton & Hove City Council is a member of the Sussex Resilience Forum (SRF), the local resilience forum for Sussex.
Local resilience forums bring together emergency services, councils, utilities and other essential public and voluntary services to work in partnership to support the local community during incidents and emergencies.
Through the SRF, organisations work together to prepare for, respond to, and recover from emergencies. The SRF is responsible for coordinating and testing emergency plans and procedures so that member organisations can meet their duties specified under the Civil Contingencies Act.
During an incident or emergency, members of the resilience forum work together to support the organisation leading the response.
Sussex Police hosts the Sussex Resilience Forum on behalf of all partners.

The Civil Contingencies Act 2004
This Act places a statutory duty on local authorities and Category 1 Responders to have in place plans to be put into action should there be any significant incident that affects their area of responsibility.
Category 1 Responders are:
- Ambulance service
- Fire service
- Local authorities
- Police
- Primary care trusts
- The Environment Agency
- The Maritime & Coastguard Agency
The Act places a statutory duty on local authorities to promote business continuity to small and medium-sized enterprises within their areas.
The government has issued guidance on how local authorities should plan and apply the duties required under this Act. These guidance documents provide the framework for our planning.
