We're aware of a national scam where people are asked to pay parking fines via text. We'll never text you to request a payment for a parking fine. We'll only contact you about parking fines via letter or email. If you have any doubts, contact the Parking Team.
Business parking permit terms and conditions
The terms and conditions you must follow when you use a business parking permit.
Terms and conditions
We only issue business parking permits to you if the vehicle is essential for running the business you work for or own.
Only 2 parking permits will be issued per business.
We do not issue these parking permits to you if you are only commuting to work or loading and unloading goods.
You'll need to provide proof of business to apply.
You must display your business parking permit in the windscreen of the vehicle.
Business permits are valid in:
- shared use bays
- permit holder bays
Business permits are not valid in:
- Zone Y and Zone Z
When you apply, we will verify your vehicle’s emissions and make the applicable charge.
If you need to make changes to your permit, for example, if you change your vehicle, you must hand in your current permit and reapply.
As part of Brighton & Hove City Council’s policy to prevent fraud and misuse of permits, proof documentation can be requested at any time after the issue of a permit. This includes after we've issued the permit. If you don't give us the necessary information within 14 days, we can cancel the permit.
If a permit is lost, stolen, destroyed, defaced, or mutilated, the permit holder must notify Brighton & Hove City Council’s parking service immediately. In these cases, the permit is no longer valid.
We reserve the right to cancel a permit if you:
- don't pay for contraventions of parking regulations; this is known as being a persistent evader
- don't follow the terms and conditions
You can be classed as a persistent evader if:
- there are 3 or more recorded contraventions linked to the same vehicle within 5 years
- the penalties due for these contraventions have not been paid in full, have not been represented or have not been appealed against by the permit holder within the statutory time limits
- the representations and appeals for the permit holder have been rejected, and they have still not paid the penalties due in full
A permit is issued subject to the relevant Traffic Regulation Orders, which may be subject to change in the future.
Vehicle
Your vehicle must be roadworthy, taxed and insured. It must be a mechanically propelled vehicle (without a trailer) with 3 or more wheels. It cannot be an invalid carriage or motorcycle.
Your vehicle must:
- be a maximum length of 6 metres
- be a maximum height of 2.25 metres
- be a maximum unladen weight of 2,540 kilograms
- be registered with the DVLA
For an initial temporary permit, your vehicle must be registered with the DVLA within 3 months of the date Brighton & Hove City Council accepts the application. It must be registered in the name of the permit holder at the permit address.
Temporary permit
If you can not use the vehicle for which your permit was issued, you can apply for a temporary permit.
This allows you to park a different vehicle for a maximum of 14 days in the same CPZ during the time that the permit is valid.
You can either park:
- on up to 2 occasions during the duration of the permit
- once during any quarterly period if you buy your permit quarterly, subject to a maximum of 3 applications in any 12 months
If these provisions apply, a temporary permit will be treated as if it were a permit.
Variation of terms and conditions
By applying for or purchasing any type of permit, the applicant:
- certifies that all the information that the applicant has given in the application process is correct
- accepts Brighton & Hove City Council’s terms and conditions as varied from time to time, together with any terms and conditions stated on the letter to which the permit is attached at the time of issue
- agrees to be bound by and comply with the relevant Traffic Regulation Orders, which may be varied from time to time
Brighton & Hove City Council reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders at any time.
