We're aware of a national scam where people are asked to pay parking fines via text. We'll never text you to request a payment for a parking fine. We'll only contact you about parking fines via letter or email. If you have any doubts, contact the Parking Team.
The machine was not working
If the machine was not working, you have the option to pay for your parking using a mobile phone. All our machines and signs have instructions for cashless payments using PayByPhone. If another machine is available, you can also pay for your parking at this machine.
If you did not use PayByPhone to pay for your parking or you didn't use a different machine in the location, you are liable for the Penalty Charge Notice (PCN).
If you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.
The cashless parking app was not working
If the PayByPhone app was not working, then you are able to call the number on the sign or text the number to cover your vehicle for parking. In some areas of the city, you can also go to a Paypoint shop to pay for parking.
If you were unable to use any of these options, then alternative parking should have been sought.
If you believe you have sufficient grounds for appeal then you must provide proof to support your claims.

I had a virtual/digital ticket
If you have paid for a 'virtual' digital ticket using PayByPhone and you were issued a Penalty Charge Notice (PCN), we may consider your challenge.
You will need to provide proof of your purchase for example, a screenshot of your purchase on the PayByPhone application or a payment receipt. Please ensure you check the details of your session to make sure they covered you at the time of issue.
