We're aware of a national scam where people are asked to pay parking fines via text. We'll never text you to request a payment for a parking fine. We'll only contact you about parking fines via letter or email. If you have any doubts, contact the Parking Team.
Parked in a residents' or shared use parking place or zone without a valid virtual permit or clearly displaying a valid physical permit or voucher, or pay and display ticket issued for that place where required, or without payment of the parking charge.
I have a valid residents parking permit
To claim the concessions of a permit this must be on clear display at all times otherwise you are liable for a PCN
If you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.
I had a valid visitor of business scratch card
If you had a valid visitor or business scratch card which was not clearly displayed, we may consider your challenge.
You will need to provide a copy of the scratch card. Please ensure that all the details are correct in order to challenge the PCN.

I have a care permit/I am a health worker
If you have a valid care permit issued by Brighton and Hove City Council, we may consider your challenge.

My vehicle had broken down
If your vehicle has broken down, you are expected to remain with your vehicle until you have arranged for recovery.
You will need to provide us with a copy of your receipt from either the recovery service provider or garage, within 14 days of receiving your Penalty Charge Notice (PCN).
