Community rights under the Localism Act 2011

The Localism Act 2011 gives rights to groups such as:
- voluntary or community bodies
- organisations set up for solely charitable purposes
Assets of Community Value - the Community Right to Bid
The Community Right to Bid aims to prevent the loss of local facilities such as shops, pubs or libraries being closed or developed for private, non-community. Groups can ask the council to list land or buildings as ‘assets of community value’.

Community Right to Challenge
The Community Right to Challenge means we must consider expressions of interest by ‘relevant bodies’ to provide council services. Where appropriate we will carry out a procurement exercise. Contracts are awarded to the successful bidder.

Neighbourhood planning
Neighbourhood planning is a way for local groups to take a lead on planning the future of their area. It can be led by a parish council or by a neighbourhood forum, which are specially set up for neighbourhood planning.
