Digital parking permits
From 3 November 2025, parking permits will be issued digitally. When you buy a digital parking permit, you will not need to display anything in your vehicle windscreen.

Physical (paper) parking permits
If you were issued a resident parking permit before 3 November 2025, you still need to display your paper parking permit in the windscreen of your vehicle until it is time to renew.
What you'll need to apply
Proof of address
You'll need to upload one proof of address. This must be addressed to you and dated within the last 3 months.
This can be something like a:
- utility bill
- bank statement
- Council Tax bill for the current financial year
- mortgage or tenancy agreement
Vehicle's insurance
You need to upload the schedule or summary page of your current vehicle's insurance document.
It must show all of the following:
- your name
- the vehicle registration mark
- the address where the vehicle is kept overnight which matches the address in your proof of residency
- valid dates of insurance
What you'll need if you don't own the vehicle
If you do not own the vehicle, for example you use a company car, we accept a letter from your employer instead of an insurance document or vehicle registration document.
The letter must:
- state you are the current keeper of the vehicle
- state your name, address and vehicle registration number
- be signed by your employer
- be dated within the last 3 months
- be on headed paper
Apply for a new resident parking permit
Apply for a new resident parking permit if you do not already have one.
If you have a permit that's due to expire, you can renew your parking permit.
What to do if your resident parking permit has already expired
If your resident parking permit has already expired, submit a new application, not a renewal.
If you're in a permit waiting list zone, re-join the permit waiting list before you submit a new application.
