Submit a comment to support, or raise an objection to, a proposed traffic regulation order (TRO) and view recently finalised TROs.
Proposed traffic regulation orders
To comment on a proposal, you will need the reference number and the name of the proposal.
Make sure you tell us which proposal you object to or support. Some TROs have a number of changes for different roads.
Be clear about which road and proposal your comments are about. Or tell us if your comments are about the whole TRO.
Tell us each of your reasons for objection or support, keep it to the point and avoid emotive language.
What happens after you comment
Your comments will be forwarded to the team that is leading the project. Once the deadline has passed, they will consider your comments along with any other comments received.

Your comments would be summarised and included as part of the report, but it would not mention any personal details. You should receive a response to let you know what decision has been made.
Existing TROs
TROs are removed from this page after 6 weeks from their sealing date. You can find copies of TROs that cover parking from the Traffic Penalty Tribunal TRO library.
Open for comments – the TRO is open for people to comment.
Closed for comments – the deadline has passed for comments.
Sealed – works complete, or due to be completed, and it is, or shortly will be, legally enforceable.
Experimental orders – the process of these orders is different to the regular orders. The order is advertised and all the road markings or signs are put in place. From this point, the order is enforceable.
The order is consulted on while it's in place. This allows the public to see what effect the changes have and allows the council to check the impact of the changes.
The consultation time is longer for experimental orders (6 months). After this time, it's decided whether the order should be made permanent or not.

Brighton & Hove Various Controlled Parking Zones Consolidation Order 2024 Amendment No.* 202*
Makes changes to the waiting and parking restrictions in Goldstone VIllas, Eaton Villas and Clarendon Villas to allow for the new road layout, parking will be moved but no spaces lost.
Will introduce a section of one way (except pedal cycles) in Eaton Villas just east of its junction with Goldstone Villas, it will also introduce a prohibition of goods vehicles with a weight exceeding 7.5 tonnes in Eaton Villas between Denmark Villas and Goldstone Villas. Notice is also give to install a Zebra Crossing in Clarendon Villas and install a raised table at the Clarendon Villas, Eaton Villas and Goldstone Villas junction.
Brighton & Hove Outer Areas (Waiting, Loading and Parking) and Cycle Lanes Consolidation Order 2024 Amendment No.* 202*
Will make changes to the no waiting at any time (double yellow lines) in Holmes Avenue, Nevill Avenue and Tudor Close. It is also giving notice to install a zebra crossing across Nevill Avenue (east of the junction with Holmes Avenue)

Will make changes to waiting restrictions in Newtown Road and Fonthill Road to cover altered kerblines and also introduce new no loading at any time restriction in Fonthill Road.
Brighton & Hove (Newtown Road)(Closure) Order 202*
Will close Newtown Road at its junction with Fonthill Road (western junction) to all vehicles except pedal cycles. It also gives notice to install a raised table at the junction of Fonthill Road and Newtown Road.

Brighton & Hove (Bus Lanes) Consolidation Order 2018 Amendment Order No.1 2025
Valley Garden project -Amends the current bus lanes, bus gates and routes and introduces new bus lanes in Old Steine/ Pavilion Parade (from St James Street to just north of Pavilion Street) and Old Steine and Castle Square (up to Pavilion Place)
Brighton & Hove (Valley Gardens) Traffic Management Order No.2 2025
Valley Garden Project- makes changes to traffic management restrictions in the Valley Gardens area - including a prohibition of driving on the section of Old Steine (western carriageway), makes sections of Old Steine one way, introduces no right turns from Old Steine into Steine Street, Princes Street and Pavilion Street. Amends the no right turn at Little East Street onto Grand Junction Road to permit taxis to turn right and introduces a prohibition of motor vehicles on Steine Street.
Will introduce the Closure of Belle Vue Gardens at its southern junction with Eastern Road due to a proposed Puffin pedestrian crossing over Eastern Road at its junction with Belle Vue Gardens.

Will introduce Prohibition of Motor Vehicles Monday to Friday 8.15am to 9.15am and 2.45pm to 3.45pm -Term Time Only except for access in St Nicholas Road & Church Street, One Way (with the exception of pedal cycles)westbound in Church Street and also will extend double yellow lines south side of Church Street
Brighton & Hove (Prohibition of Motor Vehicles) (Fairlight Primary) Experimental Order 2024
Will introduce Prohibition of Motor Vehicles Monday to Friday 8.15am to 9.15am and 2.45pm to 3.45pm -Term Time Only except for access in Hastings Road and will also extended shared permit & paid parking bay at the north end on the west side of Hastings Road
Brighton & Hove (Red Routes) (A23) Experimental Order 2024 & Amend. Order No.1 & No. 2 2024
Will introduce a red route and make changes to parking restrictions on London Road and Preston Road (A23) between South Road and Cheapside. Amendment No.1 makes updates to the articles and the descriptions following implementation. Amendment No.2 updates the description of a loading bay on the east side of London Road so that it is loading only at any time.
