City Plan 2041
Find out about our preparations for a new City Plan that will help shape future development in the city over the next 15 to 20 years.
A new City Plan
The current City Plan has 2 parts: City Plan Part One was adopted in 2016, and City Plan Part Two was adopted in 2022.
We're now preparing a new City Plan which will set out a framework of planning policies to guide future development in the city up to 2041.
First public consultation - winter 2024/25
In November 2024 we launched a consultation on a new City Plan. We asked for feedback on what we think are the key issues for the City Plan 2041, and how these might be addressed.
The first phase of this consultation closed on 20 January 2025. We are now reviewing and responding to your feedback and will consider it in preparing the first draft of the full plan.

We also held a 'Call for Sites' - where sites could be proposed for development. These will be considered along with all the other consultation responses.
Next steps
We'll hold a second public consultation next winter, 2025/26, and a third – on the final proposed submission – in spring/summer 2026. We will then submit the plan to the Secretary of State.
